Italian Law 106 of April 15th, 2004 (Legislation concerning the legal deposit of documents of cultural significance intended for public consumption) made it obligatory to submit for legal deposit any document intended for public consumption and usable by means of reading, listening or viewing, in order that a lasting memory of Italy's cultural and social life be preserved. The legal deposit programme is aimed at building a national and regional archive of published documents. Materials destined for regional legal deposit include all those produced wholly or partly in Lombardy, offered for sale or otherwise distributed, or in any event, not disseminated exclusively in private circles.

The regulation published with the Decree of the President of the Republic No. 252 of May 3rd, 2006, states that all regions and autonomous provinces must draw up a list of the institutes required to preserve the documents that are subject to the legal deposit requirement.

Lombardy Region has entrusted the management of its Archive of Published Documents to the Beic Foundation, with the support of the Biblioteca Nazionale Braidense of Milan. In 2008 a triennial agreement was drawn up, followed by a further agreement to cover the years 2011 and 2012 plus the year 2013 and 2014 .
