Introduction to the
preliminary
planning document |
The construction of a new library, called the European Information and Cultural Library (Biblioteca Europea di Informazione e Cultura - BEIC) in Milan is one of the planning objectives of the Milan City Council.
This preliminary document is of particular interest, not only because it is the first formally attached a design project announcement of the Milan City Council, but also because it is a work of enormous interest to the city both from the point of vew of its intrinsic excellence and also of its role in the urban upgrading.
The expectation of the quality of the design response is very high. At the national level, it will have a special and perhaps unique function. Located in one of the most strategic areas in the region, and, at the same time, at a stop on the Passante railway system, and only a few public transport stops from the five Milanese universities. It is separated by only few kilometres from Linate airport, and the heart of the city, the Piazza del Duomo, is just a fifteen to twenty minute walk away.
As the chapters of the following document will illustrate, the design program brings together and summarises a complex journey which began with the identification of the objective within the Documento di inquadramento delle politiche urbanistiche comunali (Urban Planning Policy Document) considering the efforts of many, including public bodies, universities, associations, and government, who wanted to be involved with the Urban Upgrading and Sustainable Local Development Plan.
This document gives effect to all this work and responds to the demands, in a legislated form, of explaining clearly and precisely the criteria, objectives and requirements of the design brief. A good preliminary document must be able to unite the Public Administrations programming phase with the actual design phase: the clearer and more specific the economic and functional program, the better the quality of the design response will be.
The result certainly shows that now, even in public administration, the time has come when it is recognised that it is essential to have a highly-developed sense of responsibility as the instigating agency; to ask the professional and cultural world to produce a high-level design, it is necessary to have clear ideas, and this, in a public administration which is characterised by fragmentation of skills (urban, cultural, public works planning etc) is not at all straightforward.
The design of the BEIC will be adjudicated by means of an international design competition in a single, anonymous phase via private tender. This preliminary document, at the initial planning stage, has been compiled in accordance with art. 15 of the DPR of 21 December 1999, No. 554 (regulation giving effect to the statute on the subject of public works 11 February 1994 No. 109).
This preliminary document therefore contains the technical and administrative information necessary for the design.of the project.
