Competition Objectives
|
|
The Milan City Council (Comune di Milano) announces a limited International Design Competition for the creation of a new European-standard library to be carried out within the scope of the Milan Urban Renewal Program and the SST of the Porta Vittoria district in Milan. The competition will comprise a pre-qualifying and a one-off, selected design phase via anonymous entry.
The Competition objectives are as follows:
a The design of the new European Library of Information and Culture (Biblioteca Europea di Informazione e di Cultura), or BEIC;
b The design of public spaces and general public use in and around the site;
c A reasoned co-ordination of works envisaged as areas of private and public use within the recommendations as set out under the DPP guidelines (a copy of which is contained within this document).
The new library will be located in a prominent urban area of significant cultural importance to the City of Milan. It is envisaged as the focal point at the centre of a functional network providing not only links to all the Regional libraries, but also the means for transmitting cultural information at a national and international level. It will become one of the most indispensable tools for the support and development of science and academic research, covering a wide area of central-southern Europe and thus taking the name European Library of Information and Culture. .

Design Guidelines |
|
The design guidelines are contained in the Preliminary Design Document or Documento Preliminare alla Progettazione (the DPP).

Project Costs |
|
The maximum cost for carrying out all works associated with this project is around Lit. 227,000,000,000 (= euro 117,235,716.093) and is based on the cost estimate as indicated in part 10 of the DPP.

2.1a The competition is open to Architects and Engineers registered with the respective professional associations applicable in their country of origin; that is, authorised to practice their respective professions and having the unencumbered capacity to participate in architectural project competitions at the publication date of this competition notification, either as an individual or as a firm, temporary work group or any other form of association.
The competition is open to individuals having entitlements based on EU directives in terms of which they are not prohibited, either by law, or contract, or disciplinary reasons, from practising professionally as well as complying with art. 2.6 of this document.
Entrants may participate as individuals or in groups having nominated
an architect/engineer from that group as the entrys legal representative. In the case of group entries, the internal roles and the contribution of every component of the group must be defined by the group itself, with the Organising Body accepting absolutely no responsibility for the groups activities or outcome.
A member of one group entry can be registered with that group alone. The competition entrants, whether individuals or groups, are permitted the use of external consultants. Consultants will be considered as Third Parties participating in the competition insofar as the submission of their curriculum vitae etc. will not be required since their involvement will not be considered a direct part of the entrys evaluation.
Consultants may make their professional services available to more than one entrant.
2.1b The competition will be considered limited as defined in art. 26 of D.L. vol. 17 March 1995 n. 157 Attuazione della direttiva 92/50 CEE in materia di appalti di pubblici servizi; the actual design competition will be in a single phase, preceded only by pre-qualification or, more precisely:
Pre-qualification - Open submission.
Selection of participants: open to all those satisfying the prerequisites outlined in art. 2.1.a) and not excluded by the conditions under art. 2.6.
Single phase qualification - Anonymous submission.
Submission of Preliminary Designs and Programming: Only 10 entrants will be selected from the pre-qualification process based on the criteria further described in this document.
This notification will be published in the Official Gazette of the Italian Republic and in the Official Publications of the European Union. Abstracts regarding the Notification will be published in two of the major national daily newspapers (12 days after the documents posting to the office of official publications of the European Union).

|
Information concerning the participation in the Competition can be requested by letter, fax, or via e-mail to the Segreteria del Concorso or by through the Internet site.
The Competition Secretariat will also provide details via post to those applying in writing as from the publication date of the Notification in the Official Gazette.
The Competition Notification encloses a copy of the Documento Preliminare alla Progettazione (DPP), including art. 15 of the DPR 554/99.
A Cd-Rom containing DWG and DXF drawings of project related information will also be available and will include:
A General Plan of the Urban Sector at a scale of 1:5000;
A General Zoning Plan at a scale of 1:1000;
A Plan indicating the path of the Passante subterranean railway system at 1:1000;

The Jury |
|
The Jury will be composed of effective members and supplementary members and will be the same Jury for both the pre-qualification and the competition phase. In the event of an effective member being absent, the President of the Jury will delegate a substitute from the supplementary jury members list. Supplementary members will be actively involved with Jury duties, although without voting rights.
The Jurys decisions, including overall winner, will be considered absolute and final.
A delegated officer from the Competitions Office of the Milan City Council (Ufficio Concorsi del Comune di Milano), will participate in Jury duties by recording the official minutes, but have no right to vote.
Jury meetings will be considered valid with a quorum of 5 of its members. Decisions will be made according to a simple majority vote.
The contents of the Jury deliberations are reserved. These and other agreements with the Secretary on the Jurys conduct, on behalf of the Organising Body, will be communicated to the Consigli degli Ordini professionali at the conclusion of the competition.
Minutes of the Jury meetings will contain a brief outline of the methodology and the evaluation procedures as well as the list of designers and designs selected and justifications for selection.
During the pre-qualification process and subsequent selection of preliminary designs in the competition phase, the Jury will have the support of a Technical Commission, which will compile a record of meetings and issue copies to the Jury.
The decisions of the Jury are final, including those relating to exclusion of entrants as outlined under item 7, for which the Technical Commission will provide a preliminary appraisal.

The following may not participate in pre-qualification or the competition phase:

Employees and associated colleagues of Jury members;
Employees and associated colleagues of Technical Commission members;
Anyone involved with the preparation or handling of the Notification or Competition documents enclosed;
Employees and all those with an ongoing work relationships with the Organising Body (see Note 1).

Application |
|
Participation in the pre-qualification stage of the competition involves open submission.
The following documentation must be included in applying for pre-qualification:
A list of all group members and consultants, including personal details and evidence of registry with the relevant professional order (note: registration with the professional order is only obligatory for the nominated group leader);
A pledge to formalise the design group, in the event of the groups selection for the competition phase, prior to the presentation of the developed deigns for the final phase;
A pledge not to substitute or add, or merge the groups membership should their project be selected;
The nomination and appointment of group leader, co-signed by all group members, including correspondence and communication details for use by the Competition Secretariat;
A formal and legal declaration, signed by the group leader, verifying the absence of any encumbrances in the acceptance of the appointment, that is, Declarations in lieu of certification and/or Declarations in lieu of affidavits (see Note 2), as per facsimile contained in the internet site www.beic.it;
Should a member of the group be an employee of a public agency, authorisation from that agency is required formally approving the individuals participation in the competition.

Pre-qualification
submission |
|
To participate in pre-qualification for the competition, the following
material and documentation must be submitted:
A curriculum vitae of no more than 4 pages including covers (i.e. front/back for a total of 8 sides) in A4 format on which must be presented various examples of completed work, results obtained in other design competitions (prizes and merits awarded), any other material relating to the cultural theme of the competition and the qualifications specific to each member of the design group;
A maximum of 8 pages including cover (i.e. front/back for a total of
16 sides) in A4 format showing images and/or text of the individuals or teams works, whether completed or in concept design form;
A maximum of 8 photographic slides (35mm format) showing images of individual or team projects whether completed or in concept design form;
A presentation of 5 pages maximum including cover (i.e. front/back for a total of 10 sides) in A4 format, outlining the intended methodology in addressing the design theme and the considerations regarding impact on the areas urban fabric and the type of library facility envisaged (text and graphics).
Entrants are free to compose the submission as they please provided it contains the required information and does not exceed the related quantities and sizes specified above, with a group entry counting as one submission independent of the number of members. All the material described above is to be bound in a single folio, of which 3 copies are to be submitted, and which will not be returned to the entrants.

Terms for the consignment
of documentation |
|
Entrants must submit the material indicated in art. 3.1 and 3.2 by no later than 16.00, 28 May 2001, to the above address. The closing date is defined as being on the Protocollo Generales receiving of the consignment and not the postal date. Documents submitted via post, express couriers or any other means must respect the above closing date. The Organising Body accepts no responsibility for the loss, damage or postal cost of an entrants submission.

Access to the
competition site |
|
On the 6 April 2001, a general visit to the competition site will take place at 10.00am. To participate, it is essential to book via fax or e-mail with the Competition Secretariat in the week prior to the site visit. The meeting point will be at the entrance of the Palazzina Liberty building in Largo Marinai dItalia, Milan.

Jury work |
|
Within 20 days after the presentation closing date (i.e. for pre-qualification), 10 entrants will be chosen by the Jury to participate in the actual competition design phase.
The Jurys selection criteria are as follows:
Cultural appropriateness in the architectural designs and works presented;
Innovation in the design and urban solutions with specific regard to the project objectives;
The congruence, quality and the interdisciplinary compatibility of a groups composition and its consistency with the projects theme. Consultants utilised by an entrant will not be considered a part of the entrys evaluation.
Minutes of the Jurys work in selecting pre-qualification entrants will contain a brief description of the methodology and procedures followed during the evaluation and selection process.

The Jurys results
|
|
The results of the Jurys decisions will be sent to the 10 successful competition phase entrants via registered mail or telegram within 19 June.
A list of the 10 selected projects will also be published on the competitions internet site.
|
|
|
|
|
|
|
|
|
|
|
Participation in the
competition phase |
|
Participation in the one-off competition design phase takes place in the form of an anonymous submission.
In the event of a project being selected for the competition phase, that group or team must formalise its members and delegate a group leader and legal representative. NO substitutions, additions, or integration of groups, their members, or any other individual not included in the formalised entry will be accepted. This includes project credits for any subsequent or competition related exhibitions or publications. A group may be linked to specialist consultants who, as mentioned, will not be considered part of the group.
The exact and final list of the all the groups members must be lodged with the documentation required under art. 4.3, below.
Designers selected for the design competition phase must produce a preliminary design based on the prerequisites in force at the time of publication of the competition notification as outlined in the DPP (Documento Preliminare alla Progettazione) and other documents supplied by the Organising Body.
The designers will be invited to a combined competition phase site visit which will be followed by a meeting with representatives of the Organising Body, the Technical Commission and the Competition Secretariat; the entrys legal representative or their delegate (one person only, from and nominated by the group), accompanied by no more than one other group member. The meetings minutes will be available to all entrants. No other site visit will be arranged.

Further enquiries and clarification |
|
The 10 design entrants selected should contact the Competition Secretariat in writing by the 11 July 2001 for any clarification or further information they may require concerning the notification and its contents.
Within 15 days of this closing date, a summary of all questions received and the respective responses will be sent to all entrants via telefax and/or e-mail.

Submission
documentation
and procedure |
|
The documentation required is as provided for by art. 16 of Law no. 109 of 1994 and, in particular:
1 General plans of the area defined by the following streets and spaces: via Umbria, via Cena, via Mugello-Molise, via Monte Ortigara and its interior, with the inclusion of the planivolumetric plan indicating any links with and uses of neighbouring public spaces (i.e. urban links, circulation, parking), at a scale of 1:1000;
2 Planivolumetric plan of the project area indicating the proposed changes within the region defined by vie Umbria, Cena, Mugello-Molise, Monte Ortigara, at a scale of 1:500;
3 Significant plans, among which should be included the ground floor plan of the new library, with particular reference to context, at a scale of 1:200 and in free-style presentation;
4 Sections and elevations at 1:200 and in free-style presentation;
5 Perspectives, axonometrics or any other representations best illustrating the design choices, at a scale of 1:200 where appropriate;
6 Construction details advanced enough so as to enable the evaluation of costs for the proposed works as well as the comprehension the proposed building techniques and technologies, any innovative construction techniques or any specialised forms of staging or preparation of the works; at no specified scale;
7 A three dimensional model capable of being inserted into a 1:500 topographic representation of the site (in the care of the Organising Body), for which a two dimensional base template will be provided to entrants in order to facilitate the models insertion. In any case, the entrants models should be capable of being read and understood independently of the topographic representation;
8 A report consisting of no more than 10 pages (front/back) in an A3 format with:
A description of the design criteria and the way the proposed solution addresses the projects brief requirements
Copies of the preliminary plan in A3 format
Preliminary and parametric evaluation of construction costs
A works program for the various construction phases
The organisation of roles, specialist skills and project management requirements foreseen by the entrant to carry out the project;
9 Slide (35 mm) reproductions of all the documentation required above.
A total of five, A0 format panels mounted on lightweight rigid boards (e.g. 5 mm forex), must contain all the aforementioned presentation material. Entrants are free to compose the panels and choose the colours and materials of the model as they please as long as the information required above has been incorporated. No other documentation, with the penalty of exclusion, will be admissible.
The project must be identifiable via an alphanumeric code composed of no more than 5 numbers. This alphanumeric code or seal must appear on all competition documents and presentation material and on the envelope containing the entrant/groups formal composition and personal information.
The following material must be included in a sealed opaque envelope labelled with the same five digit code appearing on the entrants competition documents and presentation material:
A list of the groups membership or consultants including personal details and evidence of registration with a related professional body (membership of the professional body is only compulsory for the group leader);
A copy of the formal constitution of the group including the appointment of group leader and, as such, the legal representative of the group.
The entrants may under NO circumstances violate or compromise the anonymity of their competition design phase submission using symbols, marks, signs or any other form of identification, on penalty of exclusion from the competition.

Terms of submission |
|
Competition documentation as outlined above must be received at the address indicated in art. 3.2 by no later than 16:00 on the 16 October 2001 with the same conditions applying as in art. 3.3.
The envelopes containing the entrants competition submission and that containing the groups personal details must be contained within a single package addressed as per art. 3.2.

Preliminary project
assessment |
|
The Technical Commission will conduct a preliminary assessment of each project submitted, limiting itself to verifying compliance with the DPP, the economic estimate of completion/construction costs, and the compliance with the requirements under art. 4.3.
The Jury, however, remains the sole interpreter and adjudicator of merit for competition entries.

|
The Jurys adjudication work will conclude within 30 days from the closing date for the competition phase submission.
With a maximum possible score of 100 points, the Jury will allocate a points score to each entry based on the following criteria:
the qualitative assessment of the proposed architectural solutions and cultural programme, 40 points;
the general approach and success of the project in addressing urban design issues, including the complexity and variation of the interaction between functions within the project and the adjoining precinct, 15 points;
innovation in addressing the requirements of the design brief to create an international library within the guidelines set out in the DPP, 25 points;
the economic and technical viability of the construction program, 20 points.
The overall competition winner will be announced on 13 November 2001.

Awarding of
Competition prizes |
|
The overall competition winner will be awarded a sum of Lit.
150,000,000 (= euro 77,468.534) gross, which should be considered as an initial professional fee for producing the winning design. Following this, the winning entrant will be formally engaged to develop and realise their designs definitively as well as being appointed BEIC executive. In both cases, any involvement subsequent to the competition will require adherence to the rules and conditions which regulate any related professional activities in Italy. This applies in particular to Law 109/94 and its subsequent amendments. The design must also be developed according to the brief set out by the client.
As well as the competition award mentioned above, the winning entrant will receive a further sum based on the professional engineering and architectural fee guidelines in force in Italy at the close of competition less 20% in accordance with L.155/89.
The appointment of the projects design development shall be strictly between the competition Administration and groups legal representative and does not extend to consultants, technical advisors, and any Third Party which may have contributed to the competition phase.
The Organising Body reserves the right to modify the winning entry. Should the competition Administration fail to proceed with the appointment within 12 months of the announcement of the final competition results, the winning entrant will be awarded a further Lit. 200,000,000 (= euro 103,291.379) in compensation.

Reimbursement |
|
Every entrant selected, who submitted the documents required under art. 4.3 within the time provided for in art. 4.4, will receive the sum of Lit. 40,000,000 (= euro 20,658.275) gross in compensation for costs incurred.

Ownership of
Competition
Documentation |
|
Intellectual property and copyright of the projects submitted belong
to the entrants with the exception of the winning entry, whoseownership will pass to the Organising Body at the appointing of the winning entrant as the designs developer.
The competition Authority, however, reserves the rights to exhibit, publish or consent the publication of all projects submitted for cultural promotion purposes without burden or charge on the competition Administration.
All other submissions may be collected subject to the entrants request, which must be addressed c/o the Ufficio Concorsi di Progettazione, via Pirelli 39 - fax 0288466959, within 90 days of the competitions conclusion.

|
Language |
|
Italian is the Competitions official language for both the pre-qualification and design phases. The use of English, however, is permissable.
|
|
|
|
|
|
|
Disqualification |
|
An entrant can be disqualified for any of the follow reasons:
if required documents under the competition are submitted after the deadlines indicated;
if the terms and conditions, imposed and agreed to, are not respected;
if the entrant attempts in any way to influence, directly or indirectly, the decision of any Jury member;
if the entrant publicises their project or part thereof prior to the Jury having expressed and officially announced the competition results.

insurance |

Transportation and All entrants will be responsible for the costs of posting/consigning and, if desired, insurance coverage of their projects.

Mr. Giovanni Varesi (architect, Direzione Centrale Tecnica) will be the procedural manager, in accordance with art. 4 of Law 7, 7 August 1990 no. 241 and its subsequent amendments.

Acceptance of the
competitions terms
and conditions |
|
Participation in the Competition implies the entrants unconditional
acceptance of the terms and conditions of the competition as outlined in this competition notice.

Note 1 |
|
With specific reference to the final paragraph of art. 2.6: It is not possible to retain an ongoing working relationship such as exists between members of a professional college or between those who are occasionally commissioned by a professional body, even if this occurs within the temporary ambit of the competition.

|
An entrys group leader must submit declarations in lieu of certification (art. 2, Law 4 January 1968, no. 15 and art. 1, paragraph 1, DPR 20 October 1998, no. 403) and/or declarations in lieu of affidavits (art. 4, law no. 15/68 and art. 2, paragraph 1, DPR no. 403/98), non-authenticated (art. 2, law no. 15/68; art. 2, paragraph 11, Law no. 191/98), these being dated not earlier than six months prior to the reception date of the participation application (art. 2, sub-paragraph 3, law no. 127/97, as modified by law no. 191/98, art. 6, sub-paragraph 1, presidential decree no. 403/98), and also a non-authenticated photocopy of an identity document of the declarer (art. 3, sub-paragraph 1, law no. 127/97, as modified by law no. 191/98), as indicated below:
a Group leaders having an involvement in an enterprise must provide declaration in lieu of certification stating that the person signing the declarations mentioned in point C herein is the legal representative of the company.
b Group leaders having an involvement in an enterprise must provide declaration in lieu of certification of their registration in the Company Register or a similar professional register of a country belonging to the EU; competitors who are non-resident in Italy must show that the competitor conducts an activity similar to that which is the aim of the competition; individual competitors must provide a declaration in lieu of certification of their registration with the professional associations to which they belong and individual competitors who are non-resident in Italy must indicate similar foreign professional associations.
c A declaration in lieu of certification in which the competitor testifies, at their own liability, that they are not subject to any of the conditions listed in art. 11, letters b) and e) of the Legislative Decree of 24 July 1992, no. 358 and subsequent amendments.
d Declaration in lieu of affidavit in which the entrant testifies, at their own liability, that they are not subject to any of the conditions listed in art. 11, letters a), b), c), d), and e) of Legislative Decree no. 358 of 24 July 1992, and subsequent amendments.
Under the terms of art. 17 of law no. 109/94 and subsequent amendments, applications to participate in the competition may be submitted by individual practitioners and those associated in the ways described in law no. 1815 of 23 November 1939 and subsequent amendments, with firms or professional companies as described in sub-paragraph 6, letter b) of art. 17 mentioned above, engineering companies as described in paragraph 6, letter b) of art. 17 mentioned above, temporary groups made up of members as described above or where the same persons declare an intention to constitute such a group, to whom apply, as applicable, the provisions described in art. 13 of law no. 109/94 and subsequent amendments.
The declaration must identify the person who will assume the role of agent / group leader. In view of what is specified in the next point, this person must be an architect.
Under the terms of art. 17, sub-paragraph 8 of law 109 of 11 February 1994 and subsequent amendments, and R.D. no. 2537 of 23/10/1925 art. 52, those participating in association must indicate, when they submit their design, the name of the architect who will be personally responsible for carrying out the task.
